My father is the PO of a USA Westcoast metro area congregation, my brother has also served as an elder and pioneer in another large Westcoast city, so have had some front seat observation of how the convention and assembly parts get divied up. Money does help. The most interesting change in CO behavior I've noticed is how in my area the last two COs chose to be housed with a wealthy family that lives a good 15 country miles from the Kingdom Hall. There were elders with modest homes in town, very close to the KH, older, smaller homes, elders with modest incomes. When I was a young girl I recall COs wanting to be conveniently located to 'theocratic activity' regardless of the accomodations - in fact the more modest the better. So when I observed the change I thought maybe it was local. Have since learned it more the norm. Sad too. This is the kind of stuff that helped us leave WT. I would like to believe there are still good people still left in the organization. But I think they are few and far between, because I think the good ones see the problems and want to speak out for a change but are threatened with getting booted out. They leave on their own, like we did.
